Resumo
Ainda nos dias de hoje não se tem muitos debates e discussões, no meio acadêmico, que dizem respeito as políticas públicas para o setor de telecomunicações no Brasil, bem como o seu processo de inovação tecnológica ao longo dos anos. Este estudo busca apresentar uma análise das políticas conforme uma perspectiva histórica a partir dos anos 50 até os dias atuais, assim como o seu processo de evolução, sendo que as fontes de pesquisa basearam-se em livros, sites de internet, trabalhos acadêmicos e não acadêmicos. Diante da diversidade processo de tecnologias da informação (TI, doravante) nos últimos tempos, a área de telecomunicações tem se apresentado bem eficaz, tanto na apresentação de propriedade satisfatória quanto em relação às inovações e também em ofertas. Sabe-se que foi em meados de 1970, que o setor de telecomunicações era considerada como monopólio da telefonia fixa. Desse modo, o desenvolvimento do setor era constituído por conjunto fornecedor de estatal e de aparelhamentos, comumente usado por empresas multinacionais. Este estudo foi realizado conforme princípios e postulados considerados fundamentais: ao funcionamento do setor, os interesses privados e a participação que setor privado tem na formação da infra-estrutura necessária às Telecomunicações. Dessa forma, as discussões podem ser divididas da seguinte forma: a informacional, dependente da regulação pelo Estado e a tecnológica, referente à montagem da infra-estrutura existente. As considerações finais apontam para o caráter questionável da independência do setor; a vinculação entre os interesses públicos e privados (Amaro, 2012, f. [7]).
Even today you do not have many debates and discussions, in academia, which concern public policy for the telecommunications sector in Brazil, as well as its process of technological innovation over the years. This study aims to present a policy analysis as a historical perspective from 50 years to the present day, as well as its process of evolution, and research sources were based on books, websites, academic and non- -academics. Given the diversity process of information technology (IT hereafter) in recent times, the area of telecommunications has been shown very effective, both in the presentation of suitable property and in relation to innovation and also offers. It is known that it was in mid-1970, the telecommunications sector was considered as a monopoly in fixed telephony. Thus, the development of the sector consisted of state and provider number of devices, commonly used by multinational companies. This study was conducted according to principles and postulates considered fundamental to the functioning of the sector, the private interests and private sector participation which is the formation of the necessary infrastructure to telecommunications. Thus, the discussions can be divided as follows: the informational, dependent on state regulation and technology, on the assembly of existing infrastructure. The final considerations point to the questionable character of the independence of the sector, the link between public and private interests (Amaro, 2012, f. [8]).
